Sounds like you may be conversation about vitiligo..It is a disorder where on earth your body doesn't make pigment surrounded by those areas..The patches of white can be adjectives over your body including your genitalia...Google it or go see a Dr.
There is no cure that I know of..
it might be a birthmark...or from tanning... aveeno or neutrogena make a product to even the skin tone of your skin
